Thanks to community tips, police said, detectives were able to find and arrest the suspect caught on camera repeatedly abusing a dog in early August.

PORTLAND, Ore. — Police have identified and arrested the man seen on security video repeatedly abusing a dog inside a Northeast Portland apartment building.

Thanks to community tips, police said, detectives were able to find and conduct surveillance on the suspect, 25-year-old Isaac Booker Justham of Portland. 

On Aug. 2, Justham was seen on surveillance cameras in an apartment building on Northeast Holladay Street near Northeast Grand Avenue. Said footage showed him repeatedly abusing a small black dog, hitting the animal with a heavy rope and hanging it from a fire extinguisher and then repeatedly kicking it, PPB said.

Around 4:30 p.m. Saturday, Justham was spotted by detectives, who requested assistance from the Central Precinct, according to the Portland Police Bureau (PPB). They then took him into custody at Northwest 13th Avenue and Northwest Flanders …
