MEMPHIS, Tenn. (WMC) – The Memphis City Council has rejected plans to build a Whataburger on Union Avenue.

Neighbors and city council members cited concerns that the restaurant would disrupt the community, bringing more traffic, noise and pollution.

In 2022, the city sold the 3.6 acres at 1925 Union Avenue to EP3 Developers LLC. The property used to be home to the Memphis Police Department’s West Precinct.

The original mixed-use development plan called for a hotel, townhomes and a restaurant.

City leaders also say a drive-thru isn’t compatible with the Memphis 3.0 Plan, which calls for a walkable city of the future.

The council gave the developer two more years to continue moving forward on the plan to build the townhomes and hotel.
