Suspect arrested after Portland police release video of man abusing dog in elevator

PORTLAND Ore. (KPTV) – A man who was wanted by Portland Police for allegedly abusing a dog on video was identified and arrested Saturday, according to PPB.

On Aug. 2, in a northeast Portland apartment building, a man was caught on video repeatedly abusing a dog.

The abuse included hitting the dog with a heavy rope and hanging it from a fire extinguisher so it could be repeatedly kicked.

On Saturday, officers responded to calls from community members saying they may have seen the man in the pictures and video. He was identified as 25-year-old Isaac Booker Justham of Portland.
