Rutland’s biggest Halloween celebration will be happening this Saturday. On Friday, participants walking and riding in the parade were gearing up for the big event. The Rutland Recreation and Parks Department has been organizing the parade. Program Director Collen Shattuck said it truly brings the community together. “It’s going to be packed full of people that they know from work, from school, family,” she said. “Even just between the 1,500 people marching, you’re going to know somebody in it.”President of the Castleton Alumni Association Larry Courcelle and his wife Wanda have been in the parade five times. This year, they’re bringing something magical for Harry Potter fans in their Hogwarts Express float. Last year, Courcelle made a float resembling Castleton State College’s Old Chapel and used part from that build for this parade. “I try to recycle everything I can. The front of the train is the chapel,” He said. …
