Democratic Alliance (DA) Federal Council Chairperson Helen Zille says Basic Education Minister Siviwe Gwarube must first draw up norms, standards and regulations to govern the implementation of the BELA Act.
Zille was reacting to President Cyril Ramaphosa’s directive that two sections of the BELA Act which have been in contention must be implemented in their entirety.
Section 4 and 5 of the BELA Act, which deal with language and admissions have been in contention, with union Solidarity and Civil organization AfriForum opposing them.
Speaking to SABC NEWS today, Zille says the norms and standards which will be drawn up by Gwarube involve legal processes and public participation and will take at least 18 months.
