Milwaukee Alderwoman Larresa Taylor said the United States Immigration and Customs Enforcement is exercising a federal exemption allowing the agency to avoid city approval to modify a building to become a detention facility.”Initially, I thought this was not something that I wanted to sponsor in our district.
