Inmate death settlement costs San Diego County millions [Video]

SAN DIEGO (FOX 5/KUSI) — The family of Elisa Serna, who died while in custody at Las Colinas Detention Facility, has reached a $15 million settlement with the San Diego County Sheriff’s Department.

Under the agreement, the department will also implement new safety reforms. During a press conference Tuesday, family members said that the settlement is not just about the money but also about saving lives in the jail system.

Paloma Serna sat quietly Tuesday as surveillance video showing the final hours of her 24-year-old daughter’s life played behind her. She remembers the first time she watched it.
