PHILADELPHIA (KYW Newsradio) — PennDOT, the City of Philadelphia and SEPTA are running an online survey and holding four open houses on the future of the artery through Northeast Philadelphia — the first of which took place Saturday morning at the Mayfair Community Center.

Alexa Harper, PennDOT’s Roosevelt Boulevard program coordinator, says the goal is to learn how people use Roosevelt Boulevard now, and how they would like it to be transformed in the future.

They’re looking at two roadway options: One, partially capped, similar to the Vine Street Expressway, and a neighborhood boulevard that would be like the Ben Franklin Parkway. Each would include three transit options — buses, light rail or a subway — with different price tags. The partially capped expressway with a subway is the most expensive, totaling nearly $16 billion.

The survey does not address where the funding for any boulevard project would come from. Harper says the agencies hope to recommend an option by late next year or early …
